The listing bottleneck moves every fortnight
Everyone at the agency named a different stage. The timing data said they were all right, in turn.

Agencies fix the listing bottleneck by adding capacity to the stage they believe is slow, and it does not work — because with four sequential queues and variable load, the constraint moves. Until you time all four for long enough to see it move, every intervention looks like it failed.

- 03Generated assets removed a queue entirely, but only once approval stayed a hard gate.Sign-off remained a named human action and every generated asset is labelled as generated. Removing the gate would have removed the reason the agency trusted the output.
What follows from it
Time every stage for two months before adding a person or a tool to any of them. If the constraint moves, the fix is to remove a queue rather than to widen one.
What we would do
- 01Instrument all four stages and resist changing anything for two months. This is the hardest part to sell and the part that works.
- 02Remove a queue rather than widening it — a capture flow the negotiator completes on site removes the photographer's queue entirely.
- 03Keep sign-off as a hard gate and label every generated asset. A listing is a representation about a real property.
- 04Push to portals with retries surfaced, because a silent distribution failure costs the same as never listing.
